If you're in the process of reassigning people in your downline, you're likely doing so to reward your most active PSAs. Obviously, the biggest reward to them would be other active PSAs--for example, if you have six active PSAs who are doing a great job and are learning how to duplicate their knowledge, assign each of the three weakest PSAs to one of the stronger ones. You might boost productivity somewhat more if you can pair them up by nationality because it will increase the strength of their lines of communication.
Inactive PSAs are almost useless as incentives except as sources of practice for your active ones--they can give your active affiliates someone to send mailers and possibly inspire action. Again, if they share a common language, they may be able to motivate someone inactive where you might not.
