In my experience, don't reassign affiliates until you have a plethora of EAs to assign to team leaders or other loyal EAs. SFI is a solid business with a long range strategy. Most affiliates will not last a year and many for much less time. So reassigning affiliates becomes fruitless when you do gain the downward synergy required for massive duplication. This is the only reason that you will need to reassign affiliates.
You will find that some affiliates will not work as diligently as they did before because now they have a new sponsor. They trusted you and you introduced them to SFI. They just will not make the adjustment as well unless you, the affiliate to be reassigned and the new sponsor are in good rapport with each other. Just for 5 VP, it is not worth reassigning a affiliate and alienating them.
My recommendation: assign EAs to TLs, and BTLs to STLs, or STLs to GTLs. Never assign an active affiliate to an inactive sponsor. Assign affiliates to EAs only as a prize or incentive because of a contest or reward for outstanding work. Finally keep the communication flowing so that all parties are privy to what is going on.
