Next find out affiliates belonging to each country and prepare a list so that you can reassign these affiliates to your active affiliates matching their country and reassign them. This will increase the chances of making these affiliates more active as the reassigned sponsor will be able to interact more effective way being from the same country by understanding the local situations, cultures.
